The Ishaura Sacred Spiral does not open all at once. Its chapters become available as the civilizations grow.
Civilizations participate in weekly voting that helps determine when the next gateway can open.
Membership is unlocked.
The point is not to rush toward a tier. The point is to travel deeper as the Spiral opens.

The 11 portal gateways of the Ishaura Sacred Spiral open progressively. Their availability is connected to the unfolding civilization system and weekly community voting. When a gateway opens, the corresponding chapter and its associated access pathway can be revealed.
